U.S. District Judge David S. Doty sided with the NFL Players Association in setting the cap on the eve of the freeagent signing period, which was to begin today.

However, both sides might agree to delay free-agent signings until the issue is resolved in a conference call with Doty on Feb. 22. A decision on the delay was expected this morning. SIGNINGS -Dallas All-Pro Darren Woodson agreed to become the highest-paid safety in the NFL, accepting a six-year deal worth $18 3 million, with a $5.4 million signing bonus. The Atlanta Falcons got it done with tackle Bob Whitfield, who signed a five-year, $15.5 million deal, making him the highest-paid offensive lineman in the NFL.

Pro Bowl tight end Mark Chmura signed a three-year contract with Green Bay that was believed to be worth between $1.3 million and $1.5 million a year. Defensive end Marvin Washington will stay with the New York Jets. His new contract will earn him more than $2 million as a signing bonus and will average nearly $2.5 million a year over four years. And Phillippi Sparks, one of the best coverage cornerbacks in the league, agreed to a fouryear, $9.6 million contract with the New York Giants that sources said included a clubrecord $3 million signing bonus. Miller 4-1 Garden City By PAUL BAUMGARTNER PLAIN DEALER REPORTER The year's first harness race covering more than a mile will be held in the $5,000 third leg of the 10th John Phillips Memorial Medley at Northfield Park on Sunday afternoon. Among the pacing entries set to grind are unbeaten medley series point-leader Garden City Boy, plus Giant Thrill and Farmstead Cody, the secondand third-ranked horses, respectively. Garden City Boy, a $10,000 claimer, is driven by Jim Pantaleano and trained by Deirdre Hotton for her father -owner, Bruce Hotton of Seville, and coowner, Dean Davis of Wooster.

City Boy, 6, sired by Forrest Skipper, is eyeing the Phillips record of 2:31.2 Also signing just before the opening of free agency was Buffalo placekicker Steve Christie, who got a five-year contract worth $4 million and San Diego defensive tackle Shawn Lee (four years for approximately $8.5 million). NO GO The Houston Oilers released their leading receiver, Haywood Jeffires, and five-time Pro Bowl defensive tackle Ray San Francisco declined to exercise an option on veteran DE Rickey Jackson, although the 49ers might try to get him back for less money. New Dolphins coach Jimmy Johnson terminated the contract of running back Keith Byars. NEW DEAL Chargers star linebacker Junior Seau had his contract restructured and added a year to it, extending the deal through 1998. PLAYERS -The Falcons made quarterback Jeff George a transition player.

The Bills made left tackle John Fina their franchise player, taking that tag away from linebacker Cornelius Bennett. Rodney Hampton, the career rushing leader for the Giants, was made a transition player. Hampton, 26, had his best year, rushing for 1,182 yards and scoring 10 touchdowns. The Jets switched Johnny Mitchell from transition to franchise player. Arizona chose to make Pro Bowl defensive tackle Eric Swann its franchise player and took a chance by not protecting Pro Bowl cornerback Aeneas Williams.

FROM WIRE REPORTS Moon was accused in 1986 ASSOCIATED PRESS 1 RICHMOND, Texas The spouse-abuse trial involving quarterback Warren Moon and his wife is not the first time accusations of violence have surfaced in the couple's 18-year marriage. In 1986, Felicia Moon accused her husband of beating her and sued him for divorce, according to documents filed in Fort Bend County at the time. The petition, filed Feb. 7, 1986, lingered in court for 17 months before it was dismissed July 7, 1987, "for want of prosecution," the court filing shows. Moon, at the time, was playing quarterback for the Houston Oilers.

He now plays for the Minnesota Vikings and is on trial for misdemeanor assault, accused of beating his wife in their suburban Houston home last summer. Larry Wagenbach, a Fort Bend County judge, yesterday ordered prosecutors to not introduce the divorce petition at the assault trial or talk about it until he rules on whether it can be admitted as evidence. "When you take the allegations Mrs. Moon swore to in the petition, if you take those allegations, they photocopy the facts of this case down to the 'T' children being involved, a chase, beating her in front of the Mike Elliott, a Fort Bend County assistant district attorney, told the judge. "My fear is this is going to be continued to be written about," Moon's attorney, Rusty Hardin, said.

Felicia Moon's attorney at the time, Tom Alexander, is on the state's witness list for the assault case. He told the Houston Chronicle yesterday he was uncertain why the incident was not prosecuted as a criminal offense.
